The path of least resistance
I was talking with our nanny about how people generally get from South America to Spain. It turns out that none of them actually fly directly to Spain, since immigration has tightened considerably since the beginning of the crisis. So instead, they fly via Italy. The Italians know that the South Americans are all going to Spain, so they don't give a rats ass about enforcing immigration rules. (I suppose they also don't want to pay for sending them back either.) It reminds me a bit of how the Italians kept the peace in their sector in Afghanistan. They just bribed the Taliban to go attack one of the other sectors.
